Impact of Employee Retention Essay

Griffeth & Hom (2001) have argued that employee turnover is assuming crisis proportions for many employers who struggle to retain people in the tightest labour market. Griffeth & Hom (2001, Pg 1) 52% of companies report that their turnover is increasing and quit rates are running high of 1.1% a month.† Turnover can be a real problem in many organisations. Companies spend a great deal of time and money recruiting and training employees and the cost of replacing staff members lost through turnover are great. The monetary cost of replacing one employee is generally estimated to range from 50 percent to 200 percent of the annual salary for the position, and may even be higher in very specialized fields. Furthermore, poor employee retention can have a negative impact on workplace productivity, job satisfaction, and also on the overall morale of the organisation. It is proven that a high turnover percentage can cost employers a great deal of financial distress. Depending on the size of the company, to many employers it can make the difference in staying or going out of business. Phillips (2003,Pg 4) noted that, â€Å"of late employee retention has captured the attention of the business, financial, and executive community as a critically important strategic issue that can have a dramatic effect on productivity and profits.† Cascio, 2000 and Johnson,1995 cited in Griffeth & Hom, Retaining Valued Employees (2001), are of the opinion that, human resources professionals and researchers project that the cost of one turnover incidence ranges from between 93% to 200% of a leavers salary, depending on his or her skill and level of job responsibility. Labour turnover has a negative impact on the organizations. Although every manager and team member is aware of problems associated with high turnover, a review of its foremost consequences puts employee retention in the appropriate perspective. Patricia (2002, pg 4, 5) noted that â€Å"employee turnover has a serious impact on organisations. Firstly high financial costs, which is both in terms of direct and indirect costs and the performance of companies has been inhibited in many ways by high turnover rates. Sometimes the costs alone causes turnover to become a critical strategic issue. Secondly, in terms of survival as an issue, where in a tight labour market in which the company depends on having employees with critical skills, recruiting and retaining the appropriate talent can determine the success or failure of the organisation. Thirdly in terms of productivity loses and workflow interruptions , where an employee who quits abruptly not only leaves a productivity gap but also causes problems for others on the same team and within the same flow of work. Fourthly in terms of loss of know-how especially with regards to knowledge industry, where a departing employee may have the critical knowledge and skills needed for working with specific software. This can be a negative impact at least in the short run. Fifthly, turnover can have a serious impact on the image of the organisations.† Patricia (2002) also noted that some of the other impacts of turnover on organisations may be with regards to loss of business opportunities, administrative problems, disruption of social and communication networks, and job satisfaction of remaining employees. Patricia (2002) noted that it is important to remember that turnover can have a negative impact on the individual, particularly if an employee is leaving because of problems that could have been prevented. Furthermore, Patricia (2002) noted that a voluntary turnover because of problems that could have been avoided creates a variety of consequences such as loss of employee benefits or job seniority, financial difficulties, loss of social network, relocation costs, wasted efforts and uncompleted projects, and even more in terms of career problems. Branham (2005) noted that employees quit because of the disengagement process and deliberation process. Branham (2005) also noted that there are 7 reasons as to why employees leave organisations. They are as follows: 1. The job or the workplace was not expected. 2. The mismatch between job and person. 3. Very little coaching and feedback. 4. Few growth and advancement opportunities. 5. Feeling devalued and unrecognised. 6. Stress from overwork and work-life imbalance. 7. Loss of trust and confidence in senior leaders. There is no set level of employee turnover that determines at what point turnover starts to have a negative impact on an organisation’s performance. Everything depends on the type of labour markets in which you compete. Where it is relatively easy to find and train new employees quickly and at relatively little cost (that is where the labour market is loose), it is possible to sustain high quality levels of service provision despite having a high turnover rate. By contrast, where skills are relatively scarce, where recruitment is costly or where it takes several weeks to fill a vacancy, turnover is likely to be problematic for the organisation. This is especially true of situations in which you are losing staff to direct competitors or where customers have developed relationships with individual employees. Some employee turnover positively benefits organisations. This happens when a poor performer is replaced by a more productive employee, and can happen when a senior retirement allows the promotion or acquisition of welcome ‘fresh blood’. The more valuable the employees in question the more damaging the resignation, particularly when they move on to work for competitors. Moderate levels of staff turnover can also help to reduce staff costs in organisations where business levels are unpredictable month on month. When business is slack it is straightforward to hold off filling recently created vacancies for some weeks. Staw (1980 cited in Griffeth and Hom (2002), argues that turnover is not always bad. For instance, vacating employees or employees who quit can increase promotional opportunities for other employees or can infuse new ideas and technologies when new employees replace those who left. Dalton, Krackhardt and Porter (1981cited in Griffeth and Hom (2002), are of the opinion that certain kinds of jobs exits or quits among marginal performers are even desirable. Abelson & Bay singer (1994, cited in Griffeth and Hom (2002) that a certain quit rate might be tolerated as a cost of doing business in a particular industry. Stephen Taylor (2002, Pg 15) noted that for many HR specialists, rising staff turnover is seen as being an important organisational problem. It follows that improving retention rates should be high on the management agenda, and it is proper for resources to be devoted to achieving this aim. However a certain amount of turnover is actively welcomed by many managers. â€Å"Nonetheless, Griffeth & Hom (2001) have noticed that organisational-level research and corporate studies report that high exit rates generally worsen organisational effectiveness. Though there are diverse opinions from various authors, and taking the above argument into consideration, it is clear that employees play a fundamental role in the success of any organisation and therefore by retaining talented or rather key employees is a very important task that the managers should undertake. Phillips & Connell (2002) noted that, some organisations do a superb job of managing retention, whereas others fail miserably. The issues are not always externally driven but often lie within the organisation.

Online Teacing vs. Classroom Teaching Essay

Although it is very traditional for teachers to teach in a classroom, online teaching is rapidly becoming a very important factor in most colleges. Even though teaching in a classroom has its advantages, online teaching also has its advantages as well. Me personally, I would prefer to be in a classroom with an instructor teaching a class. This is because many individuals feel a stronger connection with their teachers and classmates when they are able to interact face to face. It benefits many individuals to see good teaching practices being demonstrated by their own teachers. Teachers can also evaluate the different ways individuals are able to communicate. Also, students are trained hands-on according to the standards and regulations of their state, and can be confident of meeting their state’s requirements. Online classes are gaining more and more legitimacy and are fast becoming a legitimate alternative to traditional classes. It’s a great asset because all students are required to participate in the class, and participation can be measured objectively. Therefore, nobody can skulk in the back of the room and not talk or dominate the conversation. Classes can also be taken from anywhere that has computer access, so people don’t have to put off their education because of distractions or lack of school access. Online courses emphasize reading, writing and discussion elements that are proven to be effective, and that students can use in their own classrooms. Students can do their classes and coursework at any time that is convenient, especially when traditional classes don’t meet. Plus in today’s society computer literacy is more and more a requirement on many jobs and in some classroom settings and online classes requires that students become computer literate. Online classes tend to train future workers for general requirements that are accepted in every state. A student might be trained for certification in almost any state by taking online classes. The question of online teaching programs versus traditional teaching programs isn’t usually a question of which offers the better education, but which education serves the student’s needs better. For those looking to be in that classroom environment, traditional might be better, but for those who have concerns over distance, convenience, or class participation, online classes may provide a solution that works for everyone.

Social Movements Essay Social movements are created by groups of people who are connected through their shared interest of affecting social change. The United States of America was founded a social movement. Colonists used rallies, boycotting goods, violence, and protest to break away from Englands monarchy and create their democracy. It could be said that US democratic agency is a product of protest. As Donna Lieberman would agree, that democratic agency thrives when the people have the right to voice their opinions. A significant amount of social movements go on in the United States. I feel that our right to exercise freedom of speech is what creates social change. The United States was founded by revolution and continued to have social movements to bring fourth much needed change. This is demonstrated through events like Shays rebellion, the civil war, the civil rights movements, suffrage and feminist movements, prohibition, Vietnam war backlash and LBGTQ movement. The United States democracy is for the people, by the people which is translated as the people hold the power of the country. The people have the right of speech, press, religion and petition according to the first ten amendments. This is significant because when the constitution was being created there were individual who spoke up in favor of giving freedom to the citizens. The founders of the country knew that making the laws of land flexible was in the only way to keep the citizens from revolting like the colonists did to English rule. It was this dissent that created changes in the drafting of the Constitution. The first amendment is the right of speech, press, religion and petition. By being the first amendment it stresses the importance of opinion and gives the right of expressing difference. Democracy is then fueled by the first amendment because freedom of protest, speech, press and religion is how the government creates changes of policy. For example, Plessy v. Ferguson case in 1896, the Supreme Court ruled in favor segregated public facilities under the doctrine of separate but equal. Fifty Eight years later, the Supreme Court case Brown v. Board of Educated overturned separate but equal and paved the way for desegregation of schools and other institutions. This is only one example but there are hundreds in through history. Events like Rosa Parks refusal  to give up her seat or individuals representing the 99% occupying Zuccotti Park are catalysts of social change and strengthens the democratic process. Donna Lieberman says that, what is vital for democracy is the freedom to protest. Only when everyone has the right to speak out can a democracy thrive. This point seems to be evident because if the people of a democracy cannot voice the opinion how could the officials know how to represent and govern in accordance with the values and needs of the people. It was the voice of Harvey Milk that gave attention to the rights of the gay community and changed a tiny portion of San Francisco legislation. Sadly, even the assassination of Milk represents opposition to the change but, also strengthens the LBGTQ community goal of political involvement and rights as citizens. Voices of the people move the government hand on creating policies that affect the country. When women rallied together for the right to vote, it caused the government to give it to them. Albeit, the government does not always listen to the people. For instance, President Bush met opposition when he decided to invaded Iraq. Some Americans believed that because of the 911 tragedy war was necessary and others believed it was unnecessary loss of lives. Regrettably war was the outcome but this gave way for the upcoming politicians to use the anti-war sentiments to get votes. Dissent why democracy works because it creates change of laws or change of political party. Donna Lieberman argues that, And the test of our democracy is the protection we offer not to the protests we like, but how we treat those we find offensive be they the Nazis in Skokie or the Klan. This is a valid point because the first amendment gives every individual the right to speech, press, religion, and petition. Any violation of the first amendment is unjust. By letting both sides express their opinion it allows people to come to their own conclusion about what it good for change. It would not be fair for only one side to be heard. Case in point, the south was allowed to voice their opinion about the rights of blacks via de-jure segregation but, it was the voice of African Americans could not be muted and this created equal rights legislation. All First Amendment exercises those that work and those that dont have shaped our history, made it better, and are crucial to how we come to understand ourselves as a people. The hateful voices of West Boro Baptist church are needed to understand and gauge the importance of LBGTQ rights. Offensive protests are useful in gaining numbers in support of the defensive. Offensive protests allow people to pick a side and start pushing for changes. Offensive protests should be allowed because it is a first amendment right. I do believe that protests whether offensive or not are the reason there are social movements. If there was not dissent how then could society move forward. Society would not be able to change. It would be stuck, it would not be the advanced society we know today. We will still have slavery, women would have no rights, children would be working in sweatshops, and homosexuals would be mass murdered. By seeing opposition, it gives rise to stronger social activism and changes for the country. It allows the government to be run for the people by the people which is the true meaning of democracy. In retrospection, it makes the country know where it comes from and maybe not to where it is heading but, it shows us that our voices can determine where we go from here.

Entrepreneurship is a necessary measure to apply in unstable conditions of internal and external environment. The decisions and new approaches that Le Clavez had instilled into the management structure were reasonable and innovative. America in the 1920s and 1930s :: American History

When many people study history and learn the mistakes from the past, it would be easier to able to understand the present. Nevertheless, it is not enough to simply study the events that have transpired. By changing the unfavorable events that led to despair and continuing the benefits to society, one can understand why they happen and better the future. In the United States in the early 1920s, a new stage appeared with different movements in the areas of politics, economics, society, culture, and foreign policy. By the events that led to the 1930s, new crazes had developed in many of these areas, while other areas remained in continuity. From the 1920s to the 1930, there were several factors that contributed to the changes in American society. The 1920s began shortly after in World War I when the United States and the Allies defeated the Germans in 1918. Many Americans were fed up with Woodrow Wilson, the 28th president from 1913 to 1921. The first election of the 1920s scoured Republican Warren G. Harding against Democrat James M. Cox. Cox supported Wilson and the League of Nations in the election. However, Harding won the election in a landslide, which was a sign of America ¡Ã‚ ¦s frustration with Wilson and his optimistic and liberal policies. The start of the new conservative era restored the power to the Republicans after the presidential election of the 1920. Harding made quite a few excellent appointments to his cabinet although he failed to demonstrate to have much intelligence. Charles Evans Hughes was appointed to be the Secretary of State, Andrew W. Mellon appointed as the Secretary of the Treasury and as leader of the Commerce Department, and Herbert Hoover bumped up the 1920s to a new level. On the other hand, Harding also appointed some of the worst positions for office. He appointed Albert B. Fall as the Secretary of the Interior. The Teapot Dome Scandal or the  ¡Ã‚ §Oil Reserves Scandal ¡Ã‚ ¨ [Simon, 3/8/00] surrounded the secret leasing of the federal oil reserves by Fall. He secretly granted the Mammoth Oil Company exclusive rights to the Teapot Dome reserves in Wyoming after President Harding transferred supervision of the naval oil reserve lands from the navy to him. While this scandal entered American politics as a symbol of governmental corruption, it had little long-term effect on the Republican Party. For the moment, Harding started the conservative trend of politics in the 1920s.

Data has shown that minority groups suffer more greatly from cardiovascular disease, diabetes, and cancer, amid other ailments. In 1998, the Health Resource and Services Administration Health Disparities Collaboratives was designed to provide proper care and treatment for citizens that are uninsured and/or medically vulnerable, such as certain racial groups. This organization is aimed at lessening racial and ethnic disparities presented in health care and improving the quality of care for this population (Grossman et al. (2008). Although this progressive system aids in eliminating health care disparities, there is still an evident effect of culture on patient-provider interactions. With an increasing change in the demographics of our country, it is imperative to improve patient-provider interactions among various races and ensure proper treatment for all. In order to counteract these disparities and promote appropriate care for all races, health care systems formed the subject of cultural competence. According to Betancourt et al (2003), in a culturally competent health care system, the significance of culture and implementation of services to properly meet culturally necessity needs are integrated within and focuses on the health beliefs for different cultures and specific treatment for different patient populations. In order to function properly as a culturally competent health care system, specific requirements are mandated. The health care system needs a diverse staff reflective of the community surrounding the institution, translators to communicate with patients, specific training for health care providers, and valuable signs and information available in different languages (Betancourt et al. 2003, Anderson et al. 2003). Implementation of a culturally competent health care system increases the potential for improving patient care and efficacy and helps to eliminate health care disparities among culturally diverse ndividuals. It is very important to understand cultural values in order to improve patient-provider interactions. Many foreigners face difficulties when they are faced with seeking medical attention mainly due to only having limited vocabulary skills as well as not being familiar with medical terms commonly used in the United States. These main cultural differences lead to many peop le having great difficulty when trying to communicate their symptoms to a medical professional. It is comprehensible that health care providers have a hard time giving a diagnosis if a patient cannot correctly describe their symptoms. However, this can be improved by respecting cultural values such as courtesy, empathy, and harmony. According to the study â€Å"Patient satisfaction in Japan† written by Elluch, the author states that health care providers should emphasize cultural values such as courtesy, empathy and harmony to improve foreign patient satisfaction when delivering medical services. This is because satisfied customers are an important asset for the healthcare provider as satisfied customers tend to reuse the service and recommend it to their families and friends. In order to reduce the threats which are the discrepancies in health care, respecting and considering cultural values and differences will be useful to improve patient-provider interactions among various races. Moreover,by emphasizing those cultural values it will help to maintain long-term relationships between patient and providers. There are numerous documentations describing the consciousness of physicians towards health beliefs and values of their patients. As previously mentioned, barriers in communication between physicians and their patients due to differences in cultural stance can lead to interruptions in care and undesirable patient outcomes. Research by Street and Haidet (2010) states â€Å"current evidence indicates that physicians often have a poor understanding of their patients’ perspectives with respect to patients’ preferences for involvement in decision-making, desire for information†¦beliefs about treatment effectiveness and prognosis†¦and emotional states† (Street & Haidet, 2010). It is imperative for physicians to understand patients’ cultural perspective because treatment care plans are based off the communication that doctors have with their patients. Evolution of Religious Conformity Essay

Throughout American history, conformity has been used as a tool of deception to rob Americans of their individuality and freedom. From as early as European colonization in America to now, people have been forced to conform to the beliefs of mainstream society. It started with the Native Americans conforming to European culture, Puritans developing religion based societies, and the formation of antebellum America. Americans, now having complete freedom to do as we wish, are still pressured to pursue the American Dream, causing the American people to conform. The Europeans arrived in America in 1620 bringing along every religious belief and tradition they originally had. The Native Americans had no choice but to soon follow suit and face the destruction of life as they knew it. The Indians were forced to conform as seen in the age of Manifest Destiny that took place in the 1840’s, killing many Indians and making others to convert to Christianity. By the 20th century, Native Amer icans were suffering from the effect of forced assimilation, as shown in Tonto and The Lone Ranger. The Puritan society used the Bible as their religious dogma. They conformed to Christianity and therefore tried to be perfect according to biblical standards, although by nature every individual sins. Eventually the religious views of the Puritans spread among Americans and were used as justification to form antebellum America between the 17th and 19th century. Americans started to believe that since we are all slaves to God, it was justified to have African slaves, which were in turn slaves to their masters. Throughout this time Christianity was imposed upon slaves because it was an inevitable factor of American culture. Although slaves could not read the bible, they were able to pray with their masters and expected to live as people of faith as seen in Narrative of the Life of Fredrick Douglas, â€Å"He would read his hymn, and nod at me to commence,† (Douglass 104). Slaveholders incorporated their slaves into their daily worshiping, making it the norm for Slaves to worship God. In America today we have every right to worship who we want, choose our political alliances, and disobey any commandment from the bible, often without any consequence. The transcendentalism movement has made it easier for us to be who we really want to be. Waldo Emerson says in his Self Reliance essay â€Å"It may be safely trusted as proportionate and of good issues, so it be faithfully imparted, but God will not have his work made manifest by cowards,† (Emerson). Emerson uses God in a different way, saying that God created us so we could be different and do unique things. But the pressure to live as the perfect American still exist, meaning the expectation for you to be religious. Religion has been used since the founding of America to get people to conform to the beliefs of the majority of the people. It has been the justification for many heinous acts against mankind like slavery and war. Native Americans were forced to adopt the European culture including religion. Eventually there was an entire society based upon religion, soon justifying antebellum America.

Overview of Financial system of Bangladesh The financial system of Bangladesh is comprised of three broad fragmented sectors: 1. Formal Sector, 2. Semi-Formal Sector, 3. Informal Sector. The sectors have been categorized in accordance with their degree of regulation. The formal sector includes all regulated institutions like Banks, Non-Bank Financial Institutions (FIs), Insurance Companies, Capital Market Intermediaries like Brokerage Houses, Merchant Banks etc. ; Micro Finance Institutions (MFIs).The semi formal sector includes those institutions which are regulated otherwise but do not fall under the jurisdiction of Central Bank, Insurance Authority, Securities and Exchange Commission or any other enacted financial regulator. This sector is mainly represented by Specialized Financial Institutions like House Building Finance Corporation (HBFC), Palli Karma Sahayak Foundation (PKSF), Samabay Bank, Grameen Bank etc. , Non Governmental Organizations (NGOs and discrete government progra ms. About financial MarketThe financial market in Bangladesh is mainly of following types: 1. Money Market: The primary money market is comprised of banks, FIs and primary dealers as intermediaries and savings & lending instruments, treasury bills as instruments. There are currently 15 primary dealers (12 banks and 3 FIs) in Bangladesh. The only active secondary market is overnight call money market which is participated by the scheduled banks and FIs. The money market in Bangladesh is regulated by Bangladesh Bank (BB), the Central Bank of Bangladesh. . Capital market: The primary segment of capital market is operated through private and public offering of equity and bond instruments. The secondary segment of capital market is institutionalized by two (02) stock exchanges-Dhaka Stock Exchange and Chittagong Stock Exchange. The instruments in these exchanges are equity securities (shares), debentures, corporate bonds and treasury bonds. The capital market in Bangladesh is governed by Securities and Commission (SEC). 3.Foreign Exchange Market: Towards liberalization of foreign exchange transactions, a number of measures were adopted since 1990s. Bangladeshi currency, the taka, was declared convertible on current account transactions (as on 24 March 1994), in terms of Article VIII of IMF Article of Agreement (1994). As Taka is not convertible in capital account, resident owned capital is not freely transferable abroad. Repatriation of profits or disinvestment proceeds on non-resident FDI and portfolio investment inflows are permitted freely.Direct investments of non-residents in the industrial sector and portfolio investments of non-residents through stock exchanges are repatriable abroad, as also are capital gains and profits/dividends thereon. Investment abroad of resident-owned capital is subject to prior Bangladesh Bank approval, which is allowed only sparingly. Bangladesh adopted Floating Exchange Rate regime since 31 May 2003. Under the regime, BB does not interfere in the determination of exchange rate, but operates the monetary policy prudently for minimizing extreme swings in exchange rate to avoid adverse repercussion on the domestic economy.The exchange rate is being determined in the market on the basis of market demand and supply forces of the respective currencies. In the forex market banks are free to buy and sale foreign currency in the spot and also in the forward markets. However, to avoid any unusual volatility in the exchange rate, Bangladesh Bank, the regulator of foreign exchange market remains vigilant over the developments in the foreign exchange market and intervenes by buying and selling foreign currencies whenever it deems necessary to maintain stability in the foreign exchange market.Regulators of the Financial System Central Bank Bangladesh Bank acts as the Central Bank of Bangladesh which was established on December 16, 1972 through the enactment of Bangladesh Bank Order 1972- President’s Order No. 127 o f 1972 (Amended in 2003). The general superintendence and direction of the affairs and business of BB have been entrusted to a 9 members' Board of Directors which is headed by the Governor who is the Chief Executive Officer of this institution as well. BB has 40 departments and 9 branch offices.In Strategic Plan (2010-2014), the vision of BB has been stated as, â€Å"To develop continually as a forward looking central bank with competent and committed professionals of high ethical standards, conducting monetary management and financial sector supervision to maintain price stability and financial system robustness, supporting rapid broad based inclusive economic growth, employment generation and poverty eradication in Bangladesh†. The main functions of BB are (Section 7A of BB Order, 1972) – 1. to formulate and implement monetary policy; 2. o formulate and implement intervention policies in the foreign exchange market; 3. to give advice to the Government on the interact ion of monetary policy with fiscal and exchange rate policy, on the impact of various policy measures on the economy and to propose legislative measures it considers necessary or appropriate to attain its objectives and perform its functions; 4. to hold and manage the official foreign reserves of Bangladesh; 5. to promote, regulate and ensure a secure and efficient payment system, including the issue of bank notes; 6. o regulate and supervise banking companies and financial institutions. Core Policies of Central Bank Monetary policy The main objectives of monetary policy of Bangladesh Bank are: †¢Price stability both internal & external †¢Sustainable growth & development †¢High employment †¢Economic and efficient use of resources †¢Stability of financial & payment system Bangladesh Bank declares the monetary policy by issuing Monetary Policy Statement (MPS) twice (January and July) in a year.The tools and instruments for implementation of monetary policy in Bangladesh are Bank Rate, Open Market Operations (OMO), Repurchase agreements (Repo) & Reverse Repo, Statutory Reserve Requirements (SLR & CRR). Reserve Management Strategy Bangladesh Bank maintains the foreign exchange reserve of the country in different currencies to minimize the risk emerging from widespread fluctuation in exchange rate of major currencies and very irregular movement in interest rates in the global money market.BB has established Nostro account arrangements with different Central Banks. Funds accumulated in these accounts are invested in Treasury bills, repos and other government papers in the respective currencies. It also makes investment in the form of short term deposits with different high rated and reputed commercial banks and purchase of high rated sovereign/supranational/corporate bonds. A separate department of BB performs the operational functions regarding investment which is guided by investment policy set by the BB's Investment Committee headed by a Deputy Governor.The underlying principle of the investment policy is to ensure the optimum return on investment with minimum market risk. Interest Rate Policy Under the Financial sector reform program, a flexible interest policy was formulated. According to that, banks are free to charge/fix their deposit (Bank /Financial Institutes) and Lending (Bank /Financial Institutes) rates other than Export Credit. At present, except Pre-shipment export credit and agricultural lending, there is no interest rate cap on lending for banks.Yet, banks can differentiate interest rate up to 3% considering comparative risk elements involved among borrowers in same lending category. With progressive deregulation of interest rates, banks have been advised to announce the mid-rate of the limit (if any) for different sectors and the banks may change interest 1. 5% more or less than the announced mid-rate on the basis of the comparative credit risk. Banks upload their deposit and lending interest rate in their respective website. Capital Adequacy for Banks and FIsWith a view to strengthening the capital base of banks & FIs, Basel-II Accord has been introduced in both of these sectors. For banks, full implementation of Basel-II was started in January 01, 2010 (Guidelines on Risk Based Capital Adequacy for banks). Now, scheduled banks in Bangladesh are required to maintain Tk. 4 billion or 10% of Total Risk Weighted Assets as capital, whichever is higher. For FIs, full implementation of Basel-II has been started in January 01, 2012 (Prudential Guidelines on Capital Adequacy and Market Discipline (CAMD) for Financial Institutions).Now, FIs in Bangladesh are required to maintain Tk. 1 billion or 10% of Total Risk Weighted Assets as capital, whichever is higher. Deposit Insurance The deposit insurance scheme (DIS) was introduced in Bangladesh in August 1984 to act as a safety net for the depositors. All the scheduled banks Bangladesh are the member of this scheme Bank Deposit Insurance A ct 2000. The purpose of DIS is to help to increase market discipline, reduce moral hazard in the financial sector and provide safety nets at the minimum cost to the public in the event of bank failure.A Deposit Insurance Trust Fund (DITF) has also been created for providing limited protection (not exceeding Taka 0. 01 million) to a small depositor in case of winding up of any bank. The Board of Directors of BB is the Trustee Board for the DITF. BB has adopted a system of risk based deposit insurance premium rates applicable for all scheduled banks effective from January – June 2007. According to new instruction regarding premium rates, problem banks are required to pay 0. 09 percent and private banks other than the problem banks and state owned commercial banks are required to pay 0. 7 percent where the percent coverage of the deposits is taka one hundred thousand per depositor per bank. With this end in view, BB has already advised the banks for bringing DIS into the notice of the public through displaying the same in their display board. Insurance Authority Insurance Development and Regulatory Authority (IDRA) was instituted on January 26, 2011 as the regulator of insurance industry being empowered by Insurance Development and Regulatory Act, 2010 by replacing its predecessor, Chief Controller of Insurance.This institution is operated under Ministry of Finance and a 4 member executive body headed by Chairman is responsible for its general supervision and direction of business. IDRA has been established to make the insurance industry as the premier financial service provider in the country by structuring on an efficient corporate environment, by securing embryonic aspiration of society and by penetrating deep into all segments for high economic growth.The mission of IDRA is to protect the interest of the policy holders and other stakeholders under insurance policy, supervise and regulate the insurance industry effectively, ensure orderly and systematic growth of the insurance industry and for matters connected therewith or incidental thereto. Regulator of Capital Market Intermediaries Securities and Exchange Commission (SEC) performs the functions to regulate the capital market intermediaries and issuance of capital and financial instruments by public limited companies.It was established on June 8, 1993 under the Securities and Exchange Commission Act, 1993. A 5 member commission headed by a Chairman has the overall responsibility to administer securities legislation and the Commission is attached to the Ministry of Finance. The mission of SEC is to protect the interests of securities investors, to develop and maintain fair, transparent and efficient securities markets and to ensure proper issuance of securities and compliance with securities laws. The main functions of SEC are: †¢Regulating the business of the Stock Exchanges or any other securities market. Registering and regulating the business of stock-brokers, sub-broke rs, share transfer agents, merchant bankers and managers of issues, trustee of trust deeds, registrar of an issue, underwriters, portfolio managers, investment advisers and other intermediaries in the securities market. †¢Registering, monitoring and regulating of collective investment scheme including all forms of mutual funds. †¢Monitoring and regulating all authorized self regulatory organizations in the securities market. †¢Prohibiting fraudulent and unfair trade practices in any securities market. Promoting investors’ education and providing training for intermediaries of the securities market. †¢Prohibiting insider trading in securities. †¢Regulating the substantial acquisition of shares and take-over of companies. †¢Undertaking investigation and inspection, inquiries and audit of any issuer or dealer of securities, the Stock Exchanges and intermediaries and any self regulatory organization in the securities market. †¢Conducting researc h and publishing information. Regulator of Micro Finance InstitutionsTo bring Non-government Microfinance Institutions (NGO-MFIs) under a regulatory framework, the Government of Bangladesh enacted â€Å"Microcredit Regulatory Authority Act, 2006’† (Act no. 32 of 2006) which came into effect from August 27, 2006. Under this Act, the Government established Microcredit Regulatory Authority (MRA) with a view to ensuring transparency and accountability of microcredit activities of the NGO-MFIs in the country. The Authority is empowered and responsible to implement the said act and to bring the microcredit sector of the country under a full-fledged regulatory framework.MRA’s mission is to ensure transparency and accountability of microfinance operations of NGO-MFIs as well as foster sustainable growth of this sector. In order to achieve its mission, MRA has set itself the task to attain the following goals: †¢To formulate as well as implement the policies to ensu re good governance and transparent financial systems of MFIs. †¢To conduct in-depth research on critical microfinance issues and provide policy inputs to the government consistent with the national strategy for poverty eradication. To provide training of NGO-MFIs and linking them with the broader financial market to facilitate sustainable resources and efficient management. †¢To assist the government to build up an inclusive financial market for economic development of the country. †¢To identify the priorities in the microfinance sector for policy guidance and dissemination of information to attain the MRA’s social responsibility. According to the Act, the MRA will be responsible for the three primary functions that will need to be carried out, namely: †¢Licensing of MFIs with explicit legal powers; Supervision of MFIs to ensure that they continue to comply with the licensing requirements; and †¢Enforcement of sanctions in the event of any MFI failing to meet the licensing and ongoing supervisory requirements. Banks After the independence, banking industry in Bangladesh started its journey with 6 Nationalized commercialized banks, 2 State owned Specialized banks and 3 Foreign Banks. In the 1980's banking industry achieved significant expansion with the entrance of private banks.Now, banks in Bangladesh are primarily of two types: †¢Scheduled Banks: The banks which get license to operate under Bank Company Act, 1991 (Amended in 2003) are termed as Scheduled Banks. †¢Non-Scheduled Banks: The banks which are established for special and definite objective and operate under the acts that are enacted for meeting up those objectives, are termed as Non-Scheduled Banks. Now, 31 FIs are operating in Bangladesh while the maiden one was established in 1981. Out of the total, 2 is fully government owned, 1 is the subsidiary of a SOCB, 13 were initiated by private domestic initiative and 15 were initiated by joint venture initiative. Major sources of funds of FIs are Term Deposit (at least six months tenure), Credit Facility from Banks and other FIs, Call Money as well as Bond and Securitization.The major difference between banks and FIs are as follows: †¢FIs cannot issue cheques, pay-orders or demand drafts. †¢FIs cannot receive demand deposits, †¢FIs cannot be involved in foreign exchange financing, †¢FIs can conduct their business operations with diversified financing modes like syndicated financing, bridge financing, lease financing, securitization instruments, privat e placement of equity etc. Capital market After the independence, establishment of Dhaka Stock Exchange (formerly East Pakistan Stock Exchange) initiated the pathway of capital market intermediaries in Bangladesh.In 1976, formation of Investment Corporation of Bangladesh opened the door of professional portfolio management in institutional form. In last two decades, capital market witnessed number of institutional and regulatory advancements which has resulted diversified capital market intermediaries. At present, capital market intermediaries are of following types: 1. Stock Exchanges: Apart from Dhaka Stock Exchange, there is another stock exchange in Bangladesh that is Chittagong Stock Exchange established in 1995. 2.Central Depository: The only depository system for the transaction and settlement of financial securities, Central Depository Bangladesh Ltd (CDBL) was formed in 2000 which conducts its operations under Depositories Act 1999, Depositories Regulations 2000, Depository (User) Regulations 2003, and the CDBL by-laws. 3. Stock Dealer/Sock Broker: Under SEC (Stock Dealer, Stock Broker & Authorized Representative) Rules 2000, these entities are licensed and they are bound to be a member of any of the two stock exchanges. At present, DSE and CSE have 238 and 136 members respectively. . Merchant Banker & Portfolio Manager: These institutions are licensed to operate under SEC (Merchant Banker & Portfolio Manager Rules) 1996 and 45 institutions have been licensed by SEC under this rules so far. 5. Asset Management Companies (AMCs): AMCs are authorized to act as issue and portfolio manager of the mutual funds which are issued under SEC (Mutual Fund) Rules 2001. There are 15 AMCs in Bangladesh at present. 6. Credit Rating Companies (CRCs): CRCs in Bangladesh are licensed under Credit Rating Companies Rules, 1996 and now, 5 CRCs have been accredited by SEC. 7.Trustees/Custodians: According to rules, all asset backed securitizations and mutual funds must have an accredited trusty and security custodian. For that purpose, SEC has licensed 9 institutions as Trustees and 9 institutions as custodians. 8. Investment Corporation of Bangladesh (ICB): ICB is a specialized capital market intermediary which was established in 1976 through the ordainment of The Investment Corporation of Bangladesh Ordinance 1976. This ordinance has empowered ICB to perform all types of capital market intermediation that fall under jurisdiction of SEC. ICB has three subsidiaries: 8. 1.ICB Capital Management Ltd. , 8. 2. ICB Asset Management Company Ltd. , 8. 3. ICB Securities Trading Company Ltd. Insurance Insurance sector in Bangladesh emerged after independence with 2 nationalized insurance companies- 1 Life & 1 General; and 1 foreign insurance company. In mid 80s, private sector insurance companies started to enter in the industry and it got expanded. Now days, 62 companies are operating under Insurance Act 2010. Out of them- †¢18 are Life Insurance Compani es including 1 foreign company and 1 is state-owned company, †¢44 General Insurance Companies including 1 state-owned company.Insurance companies in Bangladesh provide following services: 1. Micro Finance Institutions (MFIs) The member-based Microfinance Institutions (MFIs) constitute a rapidly growing segment of the Rural Financial Market (RFM) in Bangladesh. Microcredit programs (MCP) in Bangladesh are implemented by various formal financial institutions (nationalized commercial banks and specialized banks), specialized government organizations and Non-Government Organizations (NGOs).The growth in the MFI sector, in terms of the number of MFI as well as total membership, was phenomenal during the 1990s and continues till today. Despite the fact that more than a thousand of institutions are operating microcredit programs, but only 10 large Microcredit Institutions (MFIs) a nd Grameen Bank represent 87% of total savings of the sector and 81% of total outstanding loan of the sector. Through the financial services of microcredit, the poor people are engaging themselves in various income generating activities and around 30 million poor people are directly benefited from microcredit programs.Credit services of this sector can be categorized into six broad groups: i) general microcredit for small-scale self employment based activities, ii) microenterprise loans, iii) loans for ultra poor, iv) agricultural loans, v) seasonal loans, and vi) loans for disaster management. Currently, 599 institutions (as of October 10 2011) have been licensed by MRA to operate Micro Credit Programs. But, Grameen Bank is out of the jurisdiction of MRA as it is operated under a distinct legislation- Grameen Bank Ordinance, 1983. Recent Developments in Financial Sector of BangladeshAutomation and Technological Development: Banking sector experienced remarkable progress in respect of automation in functioning in last several years. For the pro-active and forward-visioning approach of Bangladesh Bank, numbers of automation initiatives have been implemented in banking sector. These initiatives include: †¢To create a disciplined environment for borrowing, the automated Credit Information Bureau (CIB) service provides credit related information for prospective and existing borrowers. With this improved and efficient system, risk management will be more effective.Banks and financial institutions may furnish credit information to CIB database 24 by 7 around the year; and they can access credit reports from CIB online instantly. †¢L/C Monitoring System has been introduced for preservation and using the all necessary information regarding L/C by the banks through BB website. This system allows the authorized users of banks to upload and download their L/C information. †¢ In terms of article 36(3) of Bangladesh Bank Order, 1972, all scheduled banks are subject to submit Weekly Statement of Position as at the close of business on every Thursday to the Department of Off-site Supervision.This statement now is submitted through on-line using the web upload service of BB website within o3 (three) working days after the reporting date which is much more time and labor efficient that the earlier manual system. †¢The e-Returns service has been introduced which is An Online Portal Service for Scheduled Banks to submit Electronic Returns using predefined template for the purpose of Macro Economy Analysis through related BB Departments. †¢Online Export Monitoring System is used for monitoring export of Bangladesh. Through this service, Banks and AD Branches of Banks issue & reports export report. Bangladesh Automated Clearing House (BACH) started to work by replacing the ancient manual clearing system which allows the inter-bank cheques and similar type instruments to be to settled in instant manner. †¢Electronic Fund Transfer (EFT) has been introduced which facilitates the banks to make bulk payments instantly and using least paper and manpower. †¢The initiation of Mobile Banking has been one of the most noteworthy advancement in banking. Through this system, franchises of banks through mobile operators can provide banking service to even the remotest corner of the country. Almost every commercial bank is now using their own core banking solution which has made banking very faster and efficient. Usage of plastic money has much more increased in daily life transactions. Full or partial online banking is now being practiced by almost every bank. Inauguration of internet trading in both of the bourses (DSE & CSE) in the country is the most significant advancement for capital market in last several years. Micro Finance Institutions submit their reports to the regulator through the Online Report Submission Tools for MFIs. Institutional Development:Through the Central Bank Strengthening Project, there ha ve been a good number of achievements regarding the institutional development in BB which can be observed below: †¢The implementation of Enterprise Resource Planning (ERP) has been a big step in automation of operational structure of BB. †¢The establishment of Enterprise Data Warehouse (under process) will bring the whole banking and FI industry under a single network through which data sharing, reporting and supervision will enter in a new horizon. †¢Bangladesh Bank now possesses the most informative and resourceful website of the country regarding economic and financial information. Internal networking system with required online communication facilities have been developed and in operation for the officers of BB. †¢BB has hosted number of international seminars on different economic and financial issues over last several years. MRA was established in 2006 for bringing NGO-MFIs under supervision. For the pro active role of MRA, this sector (MFI) is now in a goo d shape regarding the accountability and regulation. For abolishing anomaly and fetching discipline in insurance industry, IDRA was established in 2011.In one year, IDRA has taken number of appreciable steps to regularize this industry. After the massive crash of local bourses in 2010-2011, the executive body of SEC was redesigned in full and some good results have come after that. Regulatory Development: Banking and FI industries have experienced diversified regulatory development over last few years: †¢Full implementation of Basel-II (International capital adequacy standard) accord has been in effect in both banking and FI industry. †¢Guidelines on Environmental and Climate Change Risk Management for banks and FIs have been circulated.Policy guidelines on Green Banking also have been issued. †¢Guidelines on Stress Testing for banks and FIs have been issued which is aimed to assess the resilience of banks and FIs under different adverse situations. †¢Number of P olicy initiatives for Financial Inclusion has been undertaken. †¢Banks have been asked to build up separate Risk Management Unit for comprehensive and intensive risk management. †¢Banks have been instructed to create separate subsidiary for capital market operations and capital market operations of banks are now minutely monitored. Supervision has been intensified to increase the participation of banks in Corporate Social Responsibility (CSR). †¢For the efficient and timely action of BB, foreign exchange reserve of Bangladesh did not face any adversity during global financial turmoil of 2007-09. †¢To meet international standard on Anti Money Laundering (AML)/Combating Financing of Terrorism (CFT) issues, guidelines for Money Changers, Insurance Companies and Postal Remittance have already been circulated. SEC has updated Public Issue Rules, 2006 and Mutual Fund Rules, 2001.Apart from that, numbers of AMCs, merchant banks and are Mutual Funds are permitted by SEC which has increased the participation of institutional investors. The trend of capital market research has been upward which indicates the potential of analytical investment decision. Insurance Act 2010 was formulated to meet demand of concurrent time for shifting the insurance industry in a better shape. Community Policing Corruption Essay

In today’s society, the amount of crime that occurs can be quite difficult to deal with and responsibility ends up falling on police to curtail it. Unfortunately, the infectious nature of crime often drags these assigned â€Å"stoppers† into the same mud that they are trying to prevent others from falling into. When officers abuse their legally sanctioned position of authority, it is known as police corruption. It is a persistent problem that is more significant in a criminal sense than the average person committing a crime because it is happening by a representative/protector of the law. Since police are not judiciaries, they do not determine who is guilty and thus undermine the law system when they do these crimes. Also, it is important to note that police corruption is not the same as an ordinary instance of crime. To elaborate, â€Å"Police corruption is an illegal use of organizational power for personal gain. The personal nature of the gain distinguishes corruption from brutality, perjury, illegal search, or any other law violations committed in the pursuit of such legitimate organizational goals as fighting crime. The organizational nature of the power used illegally excludes many crimes committed by policemen, such as burglary committed by a city police officer in his suburban town of residence in which he has no contact with the local police. That particular burglary would be merely a crime. A burglary committed by a police officer in his own police jurisdiction, under the protection of his colleagues or aided by his organizational knowledge of his colleagues’ practices, would be both a crime and an act of police corruption.† (Sherman, 31). As one can see, police corruption is a serious problem as it is almost always involves an associated act of crime. There is no room for this behaviour in fair environments and it cannot occur if society wishes to advance. Ultimately, police corruption cannot coexist with the concept of community policing because it is unethical and morally wrong, it is contrary to Robert Peel’s nine principles of policing and undermines effectiveness, and it offers no sense of accountability to the government and to the public. There is no logical way to justify corrupt actions by the police. Any time it occurs, it involves the â€Å"abuse of a legally sanctioned position of authority—in other words, the status of the police officer makes the crime possible. It is this abuse of a ‘sanctioned and sacred’ social position that makes police corruption so dangerous. It is the ultimate social inversion—the cops become criminals. (Police Corruption)† Instead of helping to fight crime, they end up contributing to the problem through means that are only available to them because of their sworn duties as protectors of the community. When corruption is revealed to the public, the police lose the confidence and trust that allows them to function and be legitimate. Corrupt acts are completely immoral as they are motivated by personal gain which demonstrates selfishness and a disregard of the well-being of society. The detrimental aspects of police misconduct cannot be overstated as they immediately threaten the possibility of effective police-community relationships. â€Å"In terms of public trust for law enforcement, recent polls show that only 56 percent of people rated the police as having a high or very high ethical standard as compared with 84 percent for nurses. Over the past few decades, great strides have occurred in the law enforcement profession. To begin with, many police agencies have avoided hiring candidates who have low ethical standards and have identified those onboard employees early in their careers who might compromise the department’s integrity. In addition, research has discovered new methods of testing candidates for their psychological propensity to act ethically. However, unethical conduct by the nation’s police officers continues to occur in departments large and small. (Martin). Clearly, society has made some strides toward ensuring ethical and rational behaviour in the police force but it is impossible to root it out all the way to the individual level. For community policing to be effective, a high percentage of officers must be able to see the difference between right and wrong and take appropriate action. Recent studies offer some understanding of the phenomenon in the hope of rooting out this behavior that serves to undermine the overall legitimacy of law enforcement. Theories on the role of society in law enforcement, the negative influence of an officer’s department, and a person’s own natural tendency to engage in unethical behavior have been offered as potential explanations. While some may argue that the â€Å"rotten apple† theory is the best explanation for this problem, the vast amount of evidence to the contrary is overwhelming. Deviance rarely persists in an isolated environment but it thrives when it is adopted by an entity such as a department. To explain, â€Å"If we scan these activities then it must be plain that we are no longer dealing with individuals seeking solely personal gain but with group behaviour rooted in established arrangements. Police officers have to be initiated into these practises, rationalisations have to be produced to accept them, supervisors have to collude or turn a blind eye, justifications have to be sought to continue them, and organizations have either in some way to condone or encourage these activities — or else fail to tackle them. This is social behaviour, conducted in groups within organizations, that is powerful enough to override the officer’s oath of office, personal conscience, departmental regulations and criminal laws (European Committee, 68).† For all of these events to occur, it is evident that a multitude of people inside the organization must collaborate and therefore it is rarely an isolated case of corruption. Corruption is highly contagious and this is illustrated well through theories such as the â€Å"slippery slope† and â€Å"grass vs meat eaters† This also explains why corruption is usually concentrated in certain precincts or areas instead of being dispersed. Sir Robert Peel was credited with the concept that the police depend on citizen cooperation in providing services in a democratic society. â€Å"Peel envisioned a strong connection between the police and the community (Police Corruption)†. Unfortunately, the existence of police corruption is contrary to all nine of his principles. The police’s basic mission is to prevent crime and disorder, which they only contribute to if they are corrupt. They rely on the public approval of their actions, which cannot happen in a just society (â€Å"community tolerance, or even support, for police corruption can facilitate a department’s becoming corrupt [Sherman, 32]). Corrupt police officers do not cooperate with the public; they avoid contact as they do not want to reveal their illicit nature. Since corrupt officers are aware of their actions, they might have improper judgement and use physical force. They fail to demonstrate absolutely impartial service by attempting to manipulate public opinion, do not become â€Å"one† with the public, they usurp the power of the judiciary, and sacrifice efficiency for personal gain by not devoting all of their effort to reducing crime and disorder. These corrupt officers also undermine effectiveness as they do not use their time as well as they should be, show only self-concern and indifference to the morality of the situation, and abuse resources. â€Å"The legal authority of police departments and the nature of law violations in their jurisdiction provide organizational resources that can be exploited for personal gain. The nature of these resources varies greatly among and within police departments according to the nature of police tasks performed and the social characteristics of the police task environment. A police department that is a corrupt organization can exploit the resources for internal profit. In all cases, exploitation of these resources for personal gain is an inversion of the formal goals of the organization. (Sherman, 38). Depending on exactly what type of resources the organization deals with, they may or may not be suitable for exploitation. Federal drug enforcement entities constantly deal with opportunities to make a lot of illicit profit whereas Secret Services almost never has chances to make illicit gains at all. In many situations, police may lose some or all of their accountability to the public or government if they do not act with the appropriate intentions. Accountability is a vital element of not just community policing but policing in general. If the police are to achieve their goal which should be lawfulness and legitimacy, they require effective accountability procedures. â€Å"Lawfulness and legitimacy, in turn, are essential if the police are to achieve their goals of reducing crime and disorder, enhancing the quality of neighborhood life, and serving community needs. A lack of legitimacy inhibits the development of working partnerships that are an essential ingredient in community policing and problem oriented policing. Contrary to the popular view that effective crime control and respect for constitutional principles are competing values in policing, experts today increasingly recognize that lawful conduct and accountability are essential for crime-fighting. (Walker, 1). While it is apparent that lawfulness and legitimacy must be upheld in order to serve the community, a fundamental principal of a democratic society that the police should be held accountable for their actions. This includes choosing what actions they take and how they perform. This is especially true in post-conflict environments where police forces are viewed as brutal, corrupt, and unfair. In order to maintain a healthy relationship, a â€Å"liberal society must be maintained, complaints about the police must be addressed, and police themselves must be protected by disgruntled acts by the community† (Accountability and Police). At the same time, police must keep a healthy distance to avoid excessive personal interaction which leads to preferential treatment, discretion, and favouritism. Furthermore, it is important to note that, â€Å"The accountability of police to the public is undermined when charges are often dropped while officers under investigation are usually suspended with pay. In other words, there is no real certainty of punishment and this de-legitimizes any notion of public accountability and respect for the law (Police Corruption). In the eyes of the public, it is already bad enough that the officer are taking advantage of their position of authority but to have them face virtually no consequences is beyond demoralizing. In order for community policing to exist, the public must be confident in the fact that the police are not taking advantage of their position and are accountable in and out of service. In conclusion, because police corruption is unethical and morally wrong, violates all of Robert Peel’s principles, and shows a complete disregard of the notion of accountability, it is impossible to coincide with effective community policing. Police corruption is the illegal use of organizational power for personal gain and unfortunately a still a common occurrence in modern society. It is crucial for the police, as protectors of society, to not allow themselves to stoop so low. The community has to be able to know that no matter what police might have to deal with, they will remain pure and free of corruption in order to begin forming positive relationships. Methods of containing corruption include abolishing existing precedures that encourage corruption, letting go of any member that demonstrates corrupt tendencies, requiring a certain level of accountability, and many other steps. Organizations such as the Special Investigations Unit have made strides in reducing corruption however it is not nearly enough. If corruption is controlled to a point where it no longer has a detrimental impact to society, community policing can have enough room to develop. â€Å"Preventing corruption completely is a tall order. However, steps can be taken to reduce it significantly. There are a few fundamental ideas that can be implemented that can, by their very nature, curb corruption. The three areas that need attention are the officer training, personal characters, and the incentives program. The first step is to hire police officers of good character. Stricter screening methods need to be implemented to decrease the chance that a potential hire will become corrupt. Once an officer is hired, the department should do all it can to promote ethics on the job. The department must understand that the citizens trust the police to be ethical, and a breach of that trust is unjust. Further, it is not practical to act unethically. People eye the police and their behavior constantly. Corruption in the force makes it easier for a citizen to rationalize acting unlawfully, which just creates more work for the police. If a police officer, who is allegedly the pillar of the law, can defy it, why cannot the citizens who pay for the police services?
